It's a trompe d'oeuil. Looks like the water tower is a white balloon like chimney for the house. Great eye!

I've seen this so often and thought how the people will never be able to sell that house if they want or need to. There ought to be a law. You captured this wonderfully to show just what happens when city planners don't care.

@sherri: actually there's a surprising number of quite expensive brand new homes in the surrounding suburbs - backed right up to noisy industrial parks, rail lines and super highways - and (relatively) no shortage of willing buyers! of course maybe a few years down the road when they want to sell...
